Do tax administration officials always estimate that tax evasion has increased?

MIPOS Thousands of freelancers were forced to close their individual businesses or collaborate with others to limit their operating expenses and their obligations to the State and the Funds. ?

The reason is none other than the significant tax burdens that, combined with high insurance contributions, create… an explosive climate. ?

Tax administration executives estimate that tax evasion by professionals has increased, with the obvious aim of reducing taxes and contributions. ?

MIPOS this phenomenon continues based on data from the Public Administration Authority. Specifically, in January, revenues from withholding (20%) from freelancers decreased by 12.13% and amounted to 59.26 million euros compared to 67.43 million euros in January 2017. ?

At the same time, a decrease in income from business tax is also recorded, which shows that several businesses and freelancers were forced to close their doors. Income from the above source decreased by 4.6% compared to the corresponding month of 2017.

According to data from the General Commercial Registry (GEMI), this year there has been a surge in the formation of general partnerships (GPs), by 58.51% in the first quarter of 2018 compared to the corresponding period of 2017. Tax experts give the following interpretation: natural persons - freelancers who, however, wish to pay insurance contributions in order to enjoy healthcare and pension benefits, merge and create general partnerships in order to reduce their costs.

Overall, revenues in the first month of the year compared to January 2017 showed an increase of 4.48%. According to the structure of tax revenues, direct taxes amounted to 35.51% of tax revenues and indirect taxes to 64.49%. It is noted that in the last five years, revenues from indirect taxes have been continuously increasing, as a result of increases in VAT rates and excise taxes.

1. Revenue from taxes on the income of natural persons recorded an increase of 15.97% (salaries and pensions) which is due to the abolition of the 1.5% deduction in tax withholding.

3. The increased receipts from the inheritance, donation and parental benefit tax are impressive. Specifically, they increased in January 2018 by 26.78%, as many citizens proceeded with purchases, sales and transfers of real estate in view of the adjustments of objective values.

4. Revenues from taxes of past financial years increased by 87.12% and amounted to 48.53 million euros compared to 25.93 million euros in January 2017.

Revenues from the above source, in addition to the decrease observed in the period January 2014-2015, have since shown an upward trend due to the increased participation of taxpayers in debt settlements, as well as to the extent of voluntary disclosure of income.

5. Total revenues from indirect taxes show a marginal increase compared to January 2017 and specifically amounted to 2.57 billion euros.
